Narrative: 

The following is a summary of the details related to this incident.

               On Friday, August 7, 2026, I, Officer David Ruf, was in full-uniform and assigned to marked cruiser East-1, for the Somerville Police Department. At approximately 9:37 A.M., Officer Ribeiro (East-4) and I were dispatched 14 Broadway (Mt. Vernon Restaurant) for a report of a suspicious party. Sgt. Torres (Sierra-9) also responded.

               Upon arrival officers observed a male party, later identified as Rolando Arias, attempting to break a lock off of an e-bike that was connected to a tree in front of 14 Broadway. I asked Mr. Arias if this is his bike which he stated it was, but could not provide any proof of that. He stated that the bike was something that was just pieced together from various other bikes. A quick search of the bike showed it was a Movcan V60 Pro Electric Bike that was identical to the stock photo. We asked Mr. Arias numerous times when and who parked the bike in this spot, each time his story changed a little. The last statement he made was that a friend of his parked the bike there 45 minutes to an hour prior. We told him based off of not being able to prove that its his, he cannot take the bike, he stated that he was going to take the bike any ways. Due to that statement, Sgt. Campers approved for the lock to be cut and the bike to be brought to the station for safe keeping.

               While waiting, Mr. Arias stated that he fixes up bike and offered to show us scooters in his backyard(22 Mt. Pleasnt Street). Officer Ribeiro followed Mr. Arias to the backyard and observed two mopeds in the backyard. One of the mopeds had a plate attached, Mass Reg XXXX and a Vin # XXXX, that she ran and came back stolen. Mr. Arias was advised of his Miranda warnings and the only explanation when we informed him about that a friend gave it to him. We informed him that he is now under arrest for receiving stolen property.

               Unit-200 operated by Officer Hartsgrove was called to transport Mr. Arias and the e-bike back to the station. He was booked in the usual manner by Lieutenant Capasso.
