Narrative: Recently the Somerville Police Department, as well as surrounding communities, have had the misfortune to witness a rise in overdose deaths. To combat these deaths, members of the Somerville Police Community Action Team and the Middlesex County State Police Detective Unit have partnered to investigate individuals responsible for these unfortunate circumstances. One such drug investigation was initiated after two recent overdose deaths in Somerville and a surrounding city were believed to have involved a drug distributor named Robert Vallery. These deaths occurred in April and May of 2026. This information was based on phone extractions of the deceased as well as call detail records for a phone number used by Mr. Vallery. The alleged distribution occurs from a residence located at XX Grant Street #X, Somerville, MA 02145. The Somerville Police Community Action Team along with the Middlesex County State Police Detective Unit conducted surveillance at XX Grant Street on multiple dates. These dates included: May 23, 2026, May 26, 2026, and May 29, 2026. During these dates, Mr. Vallery was observed exiting and entering the front door of XX Grant Street multiple times. During these three dates, Mr. Vallery was observed meeting with individuals who are known drug users. These meets were quick as Mr. Vallery and these individuals would part ways and walk in separate direction after making what I believe to be hand to hand drug transaction, in my training and experience. On Tuesday, June 2, 2026, members of the Somerville Police Community Action Team, The Massachusetts State Police Special Investigation Unit, along with Detective Oliveira conducted surveillance at XX Grant Street. At approximately 4:30 P.M., Detective Thomas Lambert made observations of Mr. Vallery exit the front door of his residence at XX Grant Street. Mr. Vallery travelled up Sewall Street on his bicycle, and onto Temple Street. Mr. Vallery appeared to be looking around for someone as he continued to travel onto Broadway westbound and stopped at the 350 Convenience Store. After a few minutes, Mr. Vallery exited and began to travel east on Broadway towards Marshall Street. I would note, Mr. Vallery did not appear to meet with anyone while inside the store. While travelling on Broadway, Detectives observed a male known to me as Mr. XXXX awaiting at the corner of Marshall Street and Broadway. As Mr. Vallery was travelling towards Marshall Street, Mr. XXXX walked across Marshall Street and met Mr. Vallery. Mr. Vallery reached into his right pocket and took out a large clear glassine baggie and handed it to Mr. XXXX. Trooper Daniel Dowling also observed this transfer. Mr. XXXX began to walk down Marshall Street as Mr. Vallery travelled east on Broadway towards McGrath Highway. In my training and experience, I believed we just observed a hand-to-hand drug transaction. Detective Lambert, Trooper Kevin Faria, and I stopped Mr. XXXX near 15 Marshall Street to conduct a threshold inquiry. As I approached Mr. XXXX, I had my badge clearly displayed on my outermost garment. Mr. XXXX saw me and said, "Oh no." As he did this, I observed a clear glassine baggie in his hand. I grabbed this baggie and observed a white, hardened powder substance inside I believed to be Cocaine, in my training and experience. Mr. XXXX stated, "I am going to jail." I asked Mr. XXXX to calm down and take a seat as I could see he was upset. Mr. XXXX was not handcuffed. I read Mr. XXXX his rights pursuant to Miranda from a card I keep in my wallet. Mr. XXXX stated he understood. Mr. XXXX stated he started using cocaine about a month or two ago and knew the male he met up with as " XXXX." Mr. XXXX stated he paid fifty dollars for the cocaine and got a hold of " XXXX " by telephone. I asked Mr. XXXX if I could see his phone in order to see Mr. Vallery's phone number and call to " XXXX." Mr. XXXX showed me his phone, and an incoming call to " XXXX " with associated phone number, XXXX. I would note, this was the same phone number utilized by Mr. Vallery in which The Massachusetts State Police and Somerville Police were investigating him as a potential distributor of drugs for two recent overdose deaths. Mr. XXXX stated he was upset with himself because he was using drugs again. Mr. XXXX was released as Mr. Vallery was detained by the intersection of Broadway and Walnut Street. Trooper Craig Anderson, Trooper Daniel Dowling, Sergeant Todisco and Detective Oliveira had Mr. Vallery in custody at my request. Trooper Anderson stopped Mr. Vallery in the store of the Sunoco Gas Station and explained to him he was being detained as he had his badge clearly displayed and even explained he was a Trooper with the State Police. Mr. Vallery stated, "Perfect I have nothing on me," and continued to say he found a baggie on the ground and "gave it to that guy." Trooper Anderson asked Mr. Vallery to come outside as I had asked to place him in custody. Mr. Vallery resisted doing so and tensed up his arms. Trooper Anderson struggled somewhat as Trooper Dowling and Sergeant Todisco arrived and Mr. Vallery was placed in handcuffs. Sergeant Todisco advised Mr. Vallery he was being recorded at this time via body worn camera. Mr. Vallery had his cellular phone, cigarettes, a lighter, house keys, and fifty dollars in cash on his person. Mr. Vallery was subsequently transported to Somerville Police Headquarters via marked unit 200, Officer Dottin, where he was booked in the usual manner by Sergeant Campers. As Mr. Vallery was being transported, Marked unit East-2, Officer McAloney and Carreiro, along with detectives went to the front door of XX Grant Street where Mr. Vallery's nephew, Mr XXXX, was standing. They explained to Mr. XXXX that they needed to make entry to the residence in order to freeze the third-floor apartment where Mr. Vallery resides. Mr. XXXX stated he lived with his uncle, XXXX on the third floor and pointed out his bedroom. As the residence was being frozen by detectives, I applied and was granted a search warrant for Mr. Vallery's residence by the on-call Clerk Magistrate Matthew Ghiloni. At approximately 7:30 P.M., we executed the search warrant at XX Derby Street #X in Somerville, MA. During the search warrant execution, detectives recovered more white powdered substance (approximately 5 grams) I believe to be Cocaine in my training and experience. This white powder substance was found in Mr. Vallery's bedroom. Also located in Mr. Vallery's bedroom was 24 sublingual Suboxone strips located in a pill bottle. This pill bottle did not have a label attached to it. Several loose pills were also located in the bedroom including one orange pill marked "E505" believed to be Adderall, a class E controlled substance. In several locations in the bedroom, detectives observed a lot of glassine baggies, some missing corners. A digital scale was also located in the bedroom. The glassine baggies and digital scale are common ingredients that drug distributors use to sell drugs. I believe Mr. Vallery possessed the cocaine and Suboxone with the intent to distribute these items. I will be awaiting the results for the numerous loose pills to be completed by the State Police Lab and if they are in fact illegal drugs, I will be filing a complaint against Mr. Vallery for these items. I would note, I previously reviewed Mr. Vallery's board of probation check. He has several prior guilty convictions for drug distribution charges, thus making these new charges subsequent offenses. Mr. Vallery's cellular device, a black TCL phone, as well as his fifty dollars were also seized and entered into evidence. Please see any and all supplemental reports.
