Narrative: 

On Saturday, June 6, 2026, I, Officer Pasqualino, was assigned to marked cruiser East-4 during the 4pm-12am shift. At approximately 11:05pm, dispatch alerted all East units working of a car jacking that happened outside of Leone's on Broadway. Dispatch also informed units that the vehicle was a 2021 black Toyota Corolla bearing MA Reg #XXXX, and that a black male in his late 20s wearing a hoodie told the victim to get out of the car. Officer Morel with A. Slattery (E-1) responded as backup; eventually the following officers responded to our location throughout the incident. Officer Pavao (E-3), Officer M. Canty (CR2), and Sgt. Scrugli (S-8).

 

This is a summary of the events that occurred on incident 26037179:

 

I immediately responded to Leone's, and upon my arrival, I saw a Black Toyota Corolla bearing a MA Reg # XXXX. I also saw a male with a hoodie going through that vehicle all car doors, the trunk, and the engine hood were open. I called over to dispatch that I had that vehicle in sight with a male that matched the description going through the car. Dispatch then alerted more units.

 

I parked directly behind that vehicle, and Officers Morel and A. Slattery (E-1) pulled up in front of that vehicle. I exited my cruiser at the same as Officers Morel and A. Slattery as we approached the male party who was going through that Toyota Corolla, and recognized him as Joseph Norman, who is known to the Somerville Police Department due to prior incidents. Officer Morel then asked Mr. Norman what he was doing, and he was giving conflicting stories. Mr. Norman had stated that the car belonged to his sister and that he was checking it for bombs. I observed that Mr. Norman was holding the keys to a Toyota with a couple of house keys and also observed various miscellaneous items ranging from clothing items, shoes, and cardboard boxes, among other items. We later confirmed that those keys and the items tossed on the side of the road belonged to the victim, who is the registered owner of that vehicle bearing MA Reg #XXXX. The victim was later identified as XXXX. I would like to note that all of her belongings were getting rained on due to the fact it started to rain during this incident.

 

Officer Morel asked for the car keys, at which point Mr. Norman tried to put the car keys in his pant pockets. Officers told him to stop reaching in his pockets numerous times and to stop moving away, which he did not comply to our requests. Mr. Norman then started to create distance from Officers, still reaching in his pockets, and tried to take his backpack off. At this point, after numerous requests to take his hands out of his pockets and stop moving, Officers attempted to place Mr. Norman in handcuffs, however he tensed his body and was pulling away. Ultimately, he was taken to the ground at which point he placed his left hand under his stomach and refused to put his hand behind his back after numerous orders. Officers were finally able to pull his arm out from under his stomach and place Mr. Norman in handcuffs.

 

Officer Pavao, Officer Slattery, and Officer M. Canty stayed with the suspect as Officer Morel and I walked into Alfredo's Italian Kitchen (284 Broadway), which is where Ms. XXXX ran to after her encounter with Mr. Norman. Ms. XXXX had stated to us that she was in her vehicle when Mr. Norman had come up to her car. At this point, she said Mr. Norman asked her if the vehicle was hers. She replied with "Yes", and he then stated, "Get the fuck out of the vehicle" and gave him the keys. Ms. XXXX also stated that she was afraid that Mr. Norman had a weapon. He had also told Ms. XXXX that the vehicle was his now. I had asked Ms. XXXX what type of car key she owned, and she stated a Toyota car key. Officer Morel then showed her the keys that were retrieved from Mr. Norman, and she claimed ownership of them.

 

I'd like to note that as I was speaking to Ms. XXXX, she was visibly shaking and was staring off into the distance. EMS Cataldo responded to evaluate her, she refused medical.

 

At this point, Mr. Norman was placed under arrest, and I requested the prisoner transport unit (200), which was operated by Officer D. Dottin, he was transported to the Somerville Police Department, where he was booked by shift commander Lt. Issidoro in the usual manner.

 

I will be filing the following charges against Mr. Norman:
