On Monday, March 16th, 2026, I was working my assigned 8AM to 4PM shift in the East-4 cruiser. At around 12:33PM, Mr. XXXX ran up to Officer Taylor's cruiser outside of 300 Broadway, to report that his friend, Mr. XXXX had his tools stolen from 72 Jaques St. and that he was following the guy that took them right now. He pointed westbound on Broadway, to Mr. XXXX who was wearing a high-visibility, yellow shirt. Officer Jorge Morel (East-1), also responded. The following is a summary of the incident:

 

I caught up to Mr. XXXX just before Walgreens (343 Broadway). He pointed to a white male, later identified as Mr. Michael Forster and stated that he had his power tools. Mr. Forster remained with Officer Taylor in the parking lot of Walgreens, while I gathered more information from Mr. XXXX and Mr. XXXX. Officer Morel arrived shortly after.

 

Mr. XXXX stated that he works construction and he has been working on a house at 72 Jaques St for some time. They left work for the day around 5PM on Saturday, March 14th, 2026 and arrived back around 7AM today. When he got to the house today, he discovered that most of his power tools were missing. Shortly after, the neighbor from across the street, Mr. XXXX approached him and asked him if they had anyone working on the house yesterday, Sunday, March 15th. He then proceeded to show him videos that he recorded of a white male, wearing a jacket, black and white Nike sneakers and khaki pants and carrying a blue backpack that was exiting the house yesterday night.

 

Mr. XXXX stated that the male in the video exited 72 Jaques St. around 5:40PM with a full backpack, as can be seen in the attached videos. He added that the male went back to 72 Jaques St, a second time, around 8PM and left with another bag of items and took off on his bicycle. He stated that there was a second male that never entered the house but was outside watching when the male in the video went into the house, both times. He just described him as a white male.

 

While I was gathering information from Mr. XXXX, a white male, very well known to Somerville Police as Mr. XXXX, was crossing Broadway, from 350 Mart, over towards us at Walgreens. I walked up to him and asked what the problem was and he stated that the men I was talking to were eyeballing him and that he was coming over to check out what they needed and to check on Mr. Forster. He was asked to stay seated, on the ground, next to Mr. Forster, with Officer Morel while I continued collecting information.

 

It should be noted that when stopped, Mr. Forster had the same sneakers and pants on as the man in the video. Mr. Forster was annoyed because we were "wasting his time" and stated that he would tell us where the tools were. He stated that they were at the park where the homeless people live by School Street. Officer Taylor proceeded to Homans Park (350 Medford St) and retrieved the black trash bag of tools.

 

I tried to read Mr. Forster his rights twice but he kept cutting me off, stating that he knew all his rights and he could recite that card to me without looking. Eventually, he stopped and let me finish. When I finished, he said that he knew his rights and he didn't care because this was a waste of time since they were getting their tools back.

 

Mr. XXXX looked through the bag of tolls and stated that only one item was missing, which was a construction heater, which he observed Mr. Forster with in his hands, before officers stopped him. It was found to the right of Walgreens, where Mr. Forster left his bicycle, along with the heater.  Mr. XXXX stated that the total cost of all the tools and batteries that were taken was around $1,300.00.

I placed Mr. Forster under arrest for the following:

- 1 count of Massachusetts General Law 266/18/B: Breaking and Entering Daytime for a felony

- 1 count of Massachusetts General Law 266/16/A: Breaking and Entering Nigh time for a felony

 

While awaiting the transport wagon to pick up Mr. Forster, he yelled out to Mr. XXXX "I'll be back to 72 Jaques don't you worry. It'll happen again." He continued to yell at them and call them names. He then looked at the officers and on scene and called us "bitches" and said that the judge was just going to let him out because even the judges think this is a waste of time; he continued on that judges let them out every time if the property has already been returned. He was aggravated that we were "wasting the judges time by arresting him."

 

I then advised him that I would be adding another charge of Massachusetts General Law 275/2: Threat to Commit a Crime

 

Mr. Forster continued yelling that he knows who the neighbor is that "ratted him out." He said it was his stepfather because that would be the only person that would identify him and that he lives on Jaques St. as well. He then stated that arresting him was "bullshit" because he was just going in there to stay warm, taking the tools "just happened."
