Narrative: 

On 8/30/26 I was working Patrol in E2 on a FH shift. At around 1600 I went to Target for a shoplifter. Target Loss Prevention (TLP) called SPD E911 having observed a male known to them, take several items while inside the store, hiding them under his jacket and then leaving the store passing all points of sale. I arrived to find TLP outside the store, pointing to a male later identified as Martin Landry in the parking lot walking away in the direction of burger king. I stopped him and placed him in cuffs with the assistance of OFC D Ruf (E2) and OFC P Ribiero (E1) who arrived at this time. I found a stolen package of ice cream on his person. He was passively resistant during the incident. I spoke to TLP who told me Mr. Landry has been trespassed several times. I requested the wagon and he was transported and booked in the usual manner. All property returned.
