Narrative: 

 During the past few months, there has been numerous citizenry complaints about drug use and dealing in Davis Square, especially the Statue Park, Seven Hills Park and West Branch Library areas. Due to these complaints, directed patrols as well as routine surveillance had been established within the past few weeks.

On Wednesday August 5, 2026, I was assigned to the plain clothes assignment in Davis Square along with Sergeant Timothy Van Nostrand and Officer Ryan Westgate during a 4PM-10PM shift. At approximately 6:45 PM while conducting a park, walk and talk in Statue Park, 30 Davis Sq. I saw a female known to me as, Ms. Lisa Grimshaw. I had previous knowledge of Ms. Grimshaw having an active arrest warrant. This was also confirmed at this time by the Somerville Police Dispatch. I followed Ms. Grimshaw across the street to 2 Holland St., MBTA train station and approached her. I'd note, while approaching Ms. Grimshaw, Sergeant Timothy Van Nostrand had stated she just took something out of her pocket and seemed to have smoked it.

I asked Ms. Grimshaw to step away from a male she was with to speak with her. He was later identified as, Mr. XXXX. I advised her that she had an active arrest warrant, Docket #2552CR000530. She complied and placed both hands behind her back, I placed her into double locked handcuffs and requested Unit-200, operated by Officer Robert Hartsgrove.

At this point, I searched Ms. Grimshaw. Inside her left front pocket of her shorts, I observed a black Harbor House plastic tube with a heavy object in it. The object was a used glass pipe with steel wool and white residue, which is commonly used to facilitate the ingestion of crack cocaine. Also, in Ms. Grimshaws left front pocket, I observed a crushed piece of paper. In my past possession arrests, I have found that narcotics typically are hidden this way.

Inside the paper was a white rock like substance. Based on my training and experience I believed this to be Crack Cocaine, a Class B controlled substance.

On arrival at Somerville Police Headquarters, Detective Fernando Cicerone tested the white rock like substance using the Rigaku Laser. This field tested as an unknown substance, cyclobutane methanol. This has been entered into evidence.

Ms. Grimshaw was booked in the usual manner by Sergeant Joseph Teves. Ms. Grimshaw was charged with the following:

1 warrant, Docket #2552CR000530

DRUG, POSSESS CLASS B, SUBSQ.OFF. c94C S34

I'd note Ms. Grimshaw has a previous guilty charge of, Posses Class B out of East Boston, Docket #0405CR2440A.
