Narrative: On Saturday, October 17th, 2026, I was working my assigned 8AM to 4PM shift in the East-3 cruiser with Officer Priscilla Ribeiro. At around 12:30PM, I was dispatched to Target (180 Somerville Avenue), for a report of a female concealing items. The following is a summary of the incident: Upon arrival, we were met with the Asset Prevention Director, Mr. XXXX. Mr. XXXX stated that they had a female, suspect, later identified as Ms. Jessica Mahan, who had concealed several layers of clothes, on top of one another, on her person. He also stated that she removed the price tag from the first layer that she put on, which was a pair of dark grey Champion sweat pants and a t-shirt. As he was speaking to us, he was on the phone with his Security, who was in the office, observing her on live security footage. Ms. XXXX told us that she was actively concealing items in her backpack as we were speaking. Mr. XXXX directed us to the aisle Ms. Mahan was in, which was the drinks aisle. When we approached her, she was bent over next to a monster energy drink case that was open and she had her backpack on the ground. I also saw several tags hanging off multiple layers of hats on her head. I explained to her what was reported to me and what I saw on her and asked her to walk to the office with us. She refused and asked me if we had a warrant. I again advised her to walk to the office with us, to which she complied. Once in the office, I advised Ms. Mahan to remove all the layers of items that she had concealed on her body, to which she refused. At this point I advised her that she was under arrest for shoplifting. I told her that we were going to take her backpack off and she said that we couldn't take her backpack off of her without a warrant. We advised her that we would be searching her backpack and her person search incident to arrest, due to knowledge that she had concealed items in the bag. A search of her bag resulted in several items of Target merchandise including sweaters and cans of Red Bulls. A search of her person resulted in several layers of shirts, several layers of pants, and several layers of hats belonging to Target. While searching her, we saw several lumps sticking out of her legs. Those lumps were searched and found to be hats and a pair of headphones that were concealed in her front, pant legs. There was a glove sticking out of the rear of her pants as well lump in the rear of her pants. Officer Ribeiro removed one glove and asked her to remove the other item that was in her rear, to which she refused. She was later searched in a private cell by Officer Edna Da Costa, where the other glove was removed from the rear of her underwear. Ms. XXXX informed us that she had removed the headphones that we found on her from the packaging and placed them inside her pants to conceal them. I placed Ms. Mahan in handcuffs and placed under arrest for the following charges: - 1 count of Massachusetts General law C.266s.30A/D: Shoplifting by Concealment - 1 count of Massachusetts General law C.266s.30A/G: Shoplifting by Price Tag Tampering Ms. Mahan was transported to the station by the Prisoner Transport Wagon (Unit 200), operated by Officer Robert Hartsgrove. She was booked by Sergeant Joseph Teves. The total of the concealed and price tag tampered merchandise was $552.92. The merchandise included sunglasses, headphones, red bulls, hats, shirts, pants, sweaters, and gloves. The receipt and security footage of the incident have been attached to this report.
