On February 16, 2026 I, Officer McAloney, was assigned to marked unit East-3. At approximately 3:40 PM, I was dispatched to 20R Summer St. for a report of threats. Officer R. Lavey III (East-2), Officer Morel, (East-4), Officer Lorizio, (East-1) and Sergeant J. Costa, (Sierra-8) responded as well.

 

On arrival, both parties were separated. I first observed a large silver and black kitchen knife placed on the steps of the building. I spoke with the reporting party, Mr. XXXX first. I asked the events that lead up to the arrival of the Somerville Police Department, XXXX stated the following. His family owns the property of 20 Summer St. Today he received a complaint from another tenant about Mr. Jeffrey RUFO smoking marijuana and throwing trash out into the parking lot on the property. XXXX noticed RUFO sitting on the steps in the back parking lot, to which he confronted him regarding the complaint. XXXX stated RUFO got "weird" and called him derogatory names. He added RUFO repeatedly asked if he was going to call 911 and stated "do it they won't show up anyway." XXXX then entered his vehicle (MA XXXX) that was parked in the parking lot to call the Somerville Police Department, and RUFO retreated back inside his apartment.

 

Moments after, while on the phone with Somerville Police Dispatch, XXXX noticed RUFO at his passenger side door waving the knife around pointed towards XXXX. I'd note during our conversation XXXX pointed at the knife on the steps of the building and stated "that one." RUFO then pointed his finger at XXXX and took the knife to his own neck still pointing at XXXX. XXXX backed his vehicle up and drove towards the exit of the parking lot. RUFO then placed the knife on the steps to the building and followed XXXX car and knocked on his window. Officers then arrived on scene.

 

At this point, I was informed by Sergeant J. Costa that RUFO told other officers that there was only an argument over trash. I requested unit 200, operated by Officer T. Sullivan. I placed RUFO in handcuffs and read him his Miranda Rights from a card that Officer Morel keeps in his vest pocket. RUFO stated he understood and wanted to speak with me. He stated that there was an argument over trash. He was asked why officers are being told he had a knife, to which he stated there was no knife involved. I advised RUFO he was under arrest for the charge of Assault with Dangerous Weapon, c265 S15B. RUFO was transported to the Somerville Police Department and booked in the usual manner by Lt. Anderson.

 

Prior to clearing, I was approached by a neighbor Mr. XXXX who stated he witnessed part of the incident. He stated he first noticed RUFO holding a knife up towards XXXX. XXXX then attempted to drive away and RUFO followed on foot however, placed the knife down on the steps first.

 

The knife was collected and placed into evidence.
