On 12/20/2025, while assigned to marked unit East-4, I was dispatched to the area of 376 Mystic Ave for reports of threats inside of a business. Dispatch advised someone had called regarding a male party matching the description of someone involved in earlier incidents. The description had been a Hispanic or Arabic Male with a beard, wearing a light colored hoodie and a hat. While searching the area dispatch advised that another call had come in at 402 Mystic Ave, True Love Caribbean for reports of a party, again same description who had broken a window at the business. Upon my arrival, I spoke with the store clerk, Mr. XXXX. Mr. XXXX stated a male party, later identified as Mr. Gabriel Steven Vargas Ruiz,  had come into the store demanding money and food. Mr. XXXX turned him away and he became angry. Mr. Ruiz then exited the store and hit the window with a rock several times, smashing the glass.

     I updated units in the area that the party fled towards Temple Street. Units located Mr. Ruiz at Mystic Ave and Shore Drive, a few hundred yards away. A photo was sent to me and I showed Mr. XXXX who confirmed it was the same party, he also showed me a screen shot of CCTV from the store confirming it was Mr. Ruiz. Later a video from inside the store would be sent to me and I will preserve said video for evidence. Once it was confirmed that it was Mr. Ruiz I requested the Detainee Transport Vehicle (unit 200) be dispatched to the other officer's location.

     I was informed by Sergeant Torres that during the arrest, Mr. Ruiz became resistant and attempted to kick officers. Please see supplemental reports for additional information. For this incident Mr. Ruiz has been charged with Malicious Destruction over 1200 dollars and resisting arrest.
