Narrative: 

 

During the past few months, there has been numerous citizenry complaints about open drug use and dealing in Davis Square, especially the Statue Park, Seven Hills Park and West Branch Library areas. Due to these complaints, directed patrols as well as routine undercover surveillance had been established within the past few weeks.

 

On Wednesday July, 15 2026, I was assigned to the plain clothes assignment in Davis Square along with Detective Collazo, Sergeant Schneider, and Lieutenant Shackelford. During the 4PM-12AM shift, Detective T. Lambert was assigned to his regular shift as an undercover Officer in plain clothes.

 

At approximately 9:10 PM Detective T. Lambert and Lieutenant Shackelford attention was drawn to an erratic male drinking from an open container alcoholic beverage in Statue Park, 30 Davis Sq. Detective Lambert conducted a threshold inquiry and identified this male as, Mr. Christian Mercedes.

 

Later that evening, Sergeant Schneider, spoke with Mr. Mercedes and an unidentified female in Seven Hills Park, 77 Meacham St. (across the street from Statue Park). Mr. Mercedes and an unidentified female walked down the bike path towards Cambridge together. A few minutes later they came back to Seven Hills Park and walked down Meacham St where they sat for a few minutes. They were then observed walking back into Seven Hills Park and entering a porta potty together. This is also a complaint the Police Department had received from citizens in the City of Somerville for being used for prostitution and narcotics use/distribution. I'd note throughout the conversation between the two they were talking loudly making their presence known. Lieutenant Shackelford and myself then walked towards the train station on Holland St. to which we saw Mr. Mercedes and the unidentified female gathered with two other individuals. Upon seeing the police presence everyone fled the area in a rush towards Statue Park in the direction of the 7 Eleven Market.

 

Sergeant Schneider, Lieutenant Shackelford and myself then walked up Winter St. towards the 7 Eleven in attempt to see where the individuals had gone.

 

At approximately 10:03 PM, as we approached the Seven Eleven, we observed Mr. Mercedes and a male later identified as Mr. Talli Clemons, gathered around the small lottery table. When we walked in, I then observed a white powder like substance on the table in plain view. Both males were surrounding the keno paper slip, looking down at this substance. Based on my training and experience I believed this to be Crack Cocaine, a Class B controlled substance.

 

I grabbed Mr. Talli Clemons's right arm to which he took the white powder like substance and keno paper slip and brushed it to the floor causing it to spill. He also dropped two ten dollar bills out of his hand and a clear plastic bag containing more rock like substance (crack cocaine) as well. I placed Mr. Clemons's in double locked handcuffs and advised him he was under arrest. I requested Mr. Clemons name to which he gave Mr. XXXX. It wasn't until the search of his person incident to arrest that he gave us his actual name. The search incident to arrest also resulted in a clear bag of a brown powder like substance in his right cargo pocket. Based on my training and experience to be Heroin, a Class A controlled substance. During the search I also discovered, two folded pieces of Keno papers and a clear plastic bag all containing white powder substance in his right sock.  I believed to be Cocaine, a class B controlled substance.

 

Mr. Mercedes was placed into double locked handcuffs by Sergeant Schneider. While walking around the Davis Square area, Mr. Mercedes possessed a large open glass bottle of Whistle Pig whiskey (spilling over him) which was present during this interaction as well.

 

Mr. Clemons was charged with the following:

Mr. Mercedes was charged with the following:

VCO OPEN CONTAINER SOMERVILLE, S9/1

 

A Somerville City Ordinance citation was gave to Mr. Mercedes at booking #505750.

 

All items were placed into evidence.
