On 7/31/25 I was working Patrol in cruiser E2 on a midnight shift. I was in full uniform with my city issued Police badge conspicuously displayed on my outer garment and driving a fully marked, city owned Police car. Said Police car has a full light bar and displays the word "POLICE" no less than ten times around the vehicle body. The following is a brief narrative of SPD incident 25045719 and may not include every fine detail. At around 0246 OFC S Costa (E3) and I were sent to Twin City Mall for a group of "20-25" cars in the parking lot. Twin City (14 McGrath HWY, Somerville) is private property that members of the public have access to as invitees. 

These vehicles are apart of loosely based car club-like groups that meets up at various locations. They are known to trespass on private property, drive dangerously, create disturbances and leave trash where ever they go. They are also known to, at times, include drivers who are actively under the influence of one or more intoxicating substances while partaking in these illegal and dangerous events. The City of Somerville has been plagued by these groups recently.

Upon my arrival via the Medford ST entrance, I viewed multiple people begin to run around and get into vehicles. I noted one or more people scramble into a Jeep Wrangler with MA reg XXXX. It began driving with a person hanging out of the drivers side, rear window. I attempted to stop said vehicle but it sped forward faster and refused to stop even thou my blue lights and siren were both on. The parking lot was cluttered with at least 25+ cars, all scrambling to drive away in every direction and over marked parking spots at dangerous speeds. I got in front of the Jeep and it reversed at a high and dangerous rate of speed. It then did several circles while attempting to evade me, all the while driving fast and recklessly, in and out of other cars with absolutely zero regard to the safety of the public or the passengers within said vehicle, thus displaying gross negligence. This continued for around 120+ seconds before finally becoming trapped between myself and OFC M Lorizio's cruiser (E1.) Once unable to escape, I exited by cruiser and removed the driver; Mr. Yohandry Luis Alvarado Dominguez (S1.) I immediately placed him under arrest for failure to stop (MGL 90/25) and operating to endanger (MGL 90/24.) He was compliant but needed a translator to communicate. E3 provided translation.

There were several other people in the car who were released. I searched the car at first subject to tow after approval by SGT S Scrugli (S8) but ended up releasing it to a family friend; Mr. XXXX (XXXX) after he arrived prior to the tow truck. Mr. XXXX first said he was filming the event. I asked him for a copy for evidence. He then said he did not record SP1's actions. SP1 was transported and booked in the usual manner. A copy MV cite T3485546 will be mailed to him at the address he has listed in CJIS as I believe he may have already been bailed prior to my finishing this report.

I am requesting criminal complaints for the following:

-STOP FOR POLICE, FAIL (MGL 90/25): 1 count

-NEGLIGENT OPERATION OF MOTOR VEHICLE (MGL 90/24): 1 count
