Narrative: 

During the past few months, there has been numerous citizenry complaints about drug use and dealing in Davis Square, especially the Statue Park, Seven Hills Park and West Branch Library areas. Due to these complaints, directed patrols as well as routine surveillance had been established within the past few weeks.

 

On Wednesday July, 15 2026, I was assigned to the plain clothes assignment in Davis Square along with Lieutenant Shackelford during the 4PM-12AM shift. At approximately 7:27 PM, we entered Seven Hills Park, 77 Meacham Rd. to conduct a directed patrol due to the constant drug complaints. I observed a male known to me as, Mr. XXXX hide behind a fence. Mr. XXXX is a known drug user in the Davis Square area. Lieutenant Shackelford and I approached Mr. XXXX and a female known to officers as, Ms. Shelisa Bittle. In Ms. Bittle's bag, I observed a glass pipe with white residue and steel wool, which is commonly used to facilitate the ingestion of crack cocaine. Ms. Bittle noticed officers presence and immediately turned her body and clenched her fist which concealed the item that was in her hand.

 

Lieutenant Shackelford and myself took both wrists of Ms. Bittle and asked her to open her hand, she refused. Ms. Bittle continued to state that she did not have anything. I asked once more to which she opened dropped a white rock like substance from her left hand. Based on my training and experience I believed this to be Crack Cocaine, a Class B controlled substance. Ms. Bittle was then placed into double locked handcuffs and Unit-200 was requested operated by Officer D. Dottin.

 

Ms. Bittle was charged with c94C S34, Drug, Possess Class B.

 

On arrival at Somerville Police Headquarters, Detective Fernando Cicerone tested the white rock like substance using the Rigaku Laser. This field tested positive for Cocaine. This has been entered into evidence.
