Narrative: 

On Friday, July 10th, 2026, at approximately 6:40pm, I, Officer Ryan Sullivan, while on full uniform patrol in marked unit E2 was dispatched to Target, 180 Somerville Ave for a report of shoplifting. E3 Officer Lorenti and K9 Fluff responded as backup.

 

While en route, dispatched relayed that a black female with a prosthetic leg was getting into a Dodge Mini van with New Jersey REG #XXXX and beginning to drive out of the parking lot. E3 Officer Lorenti witnessed the mini van traveling on Somerville Ave and turning right onto Mansfield Street, both public ways in the City of Somerville. E3 activated his blue lights and stopped the mini van at the corner of Mansfield Street and Washington Street. At this time dispatch informed units that the mini van was coming back stolen out of Revere MA on July 2nd 2026 OCA/26-33196 NIC/V517687292.  

 

I arrived on scene and saw Officer Lorenti Speaking with the driver NAYODE NAKUSHI AFRIKA STEPHEN. I began speaking the passenger identified as XXXX. XXXX stated they were just doing some shopping at target but did not steal anything. I asked XXXX if she knew that the vehicle was stolen, she stated that she did not and that Stephen said that she borrowed it from a friend. During my interview we were notified by Somerville dispatch that neither party left Target with any property and all property was recovered. XXXX was identifed and left the area.

 

I then joined E3 who was speaking with Stephen. Stephen was asked if she knew that the vehicle was reported stolen, she stated that she did not. I then asked Stephen if she knew who the registered owner was or the name of the person who let her borrow the vehicle. Stephen kept on providing vague and inconsistent answers to these questions and was also unable to provide any paperwork on vehicle providing her temporary authorization. This gave me reason to believe that Stephen knew the vehicle was stolen. A CJIS query was then done of Stephen's MA license for which it showed a suspended status.

 

The 2019 Dodge Caravan was then inventoried and towed by Stephen's towing per department policy.  

 

I then placed Stephen under arrest and she will be charged with the following:

 

1 count: 266/28/F MOTOR VEH, RECEIVE STOLEN c266 §28(a)

 

1 count: 90/23/D LICENSE SUSPENDED, OP MV WITH c90 §23

Citation #T3485741 was placed in Stephen's property.

 

Stephen was then transported to the Somerville Police Station in Unit 200 by Officer O'Leary and booked in the usual manner by Lt. Kim.
