Narrative:
Over the past few weeks, several individuals have been arrested for possession of drug paraphernalia or narcotics in the Davis Square area. The Somerville Police Department have received many calls regarding drug use. Due to this, the Somerville Police Department established a plain clothes unit and have placed at least two patrolman and one supervisor to fill the role. This unit was designed to conduct surveillance of the area and ensure the safety and tranquility of the community. More so, Patrolman who are assigned to Cruiser Units in the area, have been tasked with walking patrols to further engage with the community and discuss on going problems in the area.
About 9:44PM on Monday, 06/22/26, I Officer Westgate in Unit West 6, observed a male walking with a limp and a bicycle behind him. As I studied the characteristics of the individual, I identified the male as Louis Romani (Romani.) Romani was walking from the Holland side MBTA train station towards Citizens bank (212 Elm Street,) Somerville.
Recently in January 2026, I filed for warrants against Romani due to break ins and bicycles being stolen from 18 Day Street (residential building.) Please refer to CAD incident 26006536 with 5 total reports discussing the issue. More so, I am aware of Louis Romani's long board of probation history due to this CAD incident.
Due to the suspicion of Romani having a warrant, I called over the air to dispatch and asked if they could run his name in CJIS. Meanwhile, I followed behind Romani (approximately 20-30 feet away,) and waited to hear back from dispatch. Eventually, dispatch was able to confirm 3 warrants from CJIS for Romani. However, while following Romani from a distance, he continued to glance back as well as increase his walking speed. I noticed this as he was moving further away as I continued the same pace. At one point, he stopped for a second and stared in my direction. Romani then hastily hopped on his bicycle and began riding down the sidewalk, moving closer to Citizens bank. About this time, Plain Clothes Officers with Lieutenant Capasso, Sergeant Van Nostrand, Officer K. McAloney and Officer R. Desrochers were near by for assistance and helped stop Romani.
In front of Citizens Bank, Lieutenant Capasso was able to stop and detain Romani until I could catch up. When I reached Romani, I placed him into handcuffs and instructed him on why he was being arrested. Plain clothes Officers also identified themselves and showed Somerville Police Badges. At the time, Romani had on a backpack, and what appeared to be a necklace with a sheathed knife. When I took off the knife, it was a black fixed blade in excess of 2.5 inches and in violation of the Somerville VCO possession of Dangerous Weapon 9/96. When I searched his back pack, inside were bolt cutters and several other flashlights and tools. More so, a broken glass pipe with burnt black residue and white stains on the interior glass was found inside. As I began removing further items from the bag, I found a regular white and blue contact lens container. Due to my training and experience, I know that drug contents can be hidden inside of small compartments or in regular use containers to be inconspicuous. When I opened one lens cap, I observed a small ripped and crushed white bag, mixed with a light brown powdery substance. Other Officers on scene and I suspect this to be fentanyl due to the coloring and the powdered consistency. On the other side of the contact lens was a clear gel like substance.
Eventually, Unit 200 (transport wagon) was called to transport Romani back to the station. Unit 200 then arrived on scene and was able to transport him back to the station for booking. Romani was then booked by Lieutenant Kim.
The contact lens cap, broken glass pipe with brown and white residue on the inside were confiscated. The light brown powdery substance was placed inside a separate evidence bag, along with the small glassine bag it was found with. These items and the confiscated knife will be placed into evidence. An Mass Drivers License belonging to a XXXX was found in Romani's property, this will be placed into evidence for safe keeping. Romani is Charged with the following,
94C/34/A DRUG POSSESS CLASS A C94C S34 - light brown powdery substance believed to be fentanyl
Somerville Municipal Ordinance 9/96 - VCO POSSESSION OF DANGEROUS WEAPON, SCO 9 96 - possession of a black affixed blade in excess of 2.5 inches while in public and without lawful employment,
