Narrative:
On Tuesday, June 30, 2026, I, Officer Jorge Morel, was working patrol during my assigned 4:00 PM to 12:00 AM shift in the East Somerville District, in full uniform.
At approximately 11:21 PM, I responded to 76 Broadway (Vinny's Ristorante) for a report of a burglary alarm activation at the side entrance of the building. I would like to note that Vinny's Ristorante is not open to the public for business at this time.
Upon arrival, I encountered John Coughlin (DOB: XXXX), who is known to the Somerville Police Department due to previous incidents. I observed Mr. Coughlin inside the side entrance doorway of Vinny's Ristorante, beyond the threshold of the door where the alarm had originated.
I announced myself as a Somerville Police Officer and instructed Mr. Coughlin to exit the building and come onto the sidewalk. Mr. Coughlin stated that he "wasn't doing anything." I then observed him close the door completely, take an alcohol nip and place it into his pocket before slowly making his way toward me with the assistance of a cane.
Upon further inspection, I observed a sign affixed to the exterior of the door that read, "No Trespassing " Private Property." The sign was clearly visible to anyone approaching the entrance.
Officer Ribeiro arrived on scene and requested that a key holder respond. A tenant from the second floor subsequently came downstairs while speaking with XXXX on his personal cell phone. I spoke with Ms. XXXX, who stated that she is responsible for the property. Ms. XXXX advised that she had posted the "No Trespassing" sign due to Mr. Coughlin continuously sleeping, urinating, and defecating in the small rear entrance area of the property. She described him as an older white male that walks with a cane all the time.
Based on my observations and the information obtained during my investigation, Mr. Coughlin was placed under arrest for Breaking and Entering in the nighttime for a felony
After being placed under arrest, Mr. Coughlin complained of chest pain and numbness on the left side of his body. Mr. Coughlin appeared to be partially paralyzed on his left side which i had learned that the had nerve damage according to him and as well a stroke in the past.
Mr. Coughlin was transported to Cambridge Hospital by EMS cataldo for further evaluation and treatment. He was later discharged. Mr. Coughlin was transported to the Somerville Police Station by Officer Radoshia operating prisoner transport unit #200 and booked by Shift Commander Samir Messaoudi. During the booking process, Coughlin's name was queried in CJIS and the results showed that he had a default warrant out of Malden District Court for Open and gross lewdness Subsequent Offense c272 S16, (Docket number: 2250CR002144).
The second-floor tenant secured the basement door by locking it from the inside and exiting through the business.
Mr. Coughlin was charged with c.266 /S. 16 B AND E NIGHTTIME FOR FELONY.
