Narrative:
On July 21, 2026 I, Officer Keighla McAloney, was assigned to marked unit East-1. At approximately 11:10 AM, I was conducting a park walk and talk in the area of Lower Broadway. I initiated a citizen contact at 85A Broadway to speak with Mr. Henry Ventura. Mr. Ventura is well known to the Somerville Police Department due to frequent complaints and prior police interactions involving public consumption, open containers, and disorderly behavior in the Lower Broadway area. Through numerous prior encounters, I have established a cooperative rapport with Mr. Ventura. Based on my personal observations over these repeated encounters, Mr. Ventura is frequently intoxicated. Today, Mr. Ventura was offered assistance, including transportation to a detox facility, which he declined. A short time after stepping away, I observed Mr. Ventura open a aluminum can of Heineken beer, discard the cap on the ground, laugh and then quickly consumed the bottle. This behavior occured immediately after he had been offered detox services. Mr. Ventura was placed under arrest for the Somerville City Ordinance S9/1, Alcoholic beverages in public places. It reads as follows: "No person shall give, sell, deliver or consume any alcoholic beverage, including but not limited to beer and wine, on any street nor shall any person have in his or her possession an open container containing such beverage on any street." Unit-200 operated by Officer T. Sullivan responded and transported Mr. Ventura to Somerville Police Headquarters. Mr. Ventura was issued a Somerville Ordinance citation #505753, which was placed in his property.
