Narrative: On Monday, September 21, 2026, I, Officer Jorge Morel, was working patrol during my assigned 4 PM to 12 AM shift in the East Somerville District in full uniform. At approximately 4:02 PM, I was dispatched with Sgt. Teves (S-8) and Officer D. Dottin (E-1) for a report of a dark-skinned male with a medium build and black hair, wearing black pants and green Adidas shoes, who was walking out of a store after stealing merchandise and heading toward Lego. The reporting party later updated us that the suspect was in front of TJ Maxx causing a disturbance.
This is a summary of the events that occurred during incident #26067560: Upon arrival with Sgt. Teves, we were unable to locate the reporting party, who was later identified as XXXX, an employee of Assembly Row Security. Ultimately, we located the suspect inside CVS at 495 Grand Union Blvd. The suspect was later identified as Cao Bao. Mr. Bao was in one of the aisles inspecting merchandise. Sgt. Teves and I approached him, and I asked him to put the merchandise back on the shelf so we could talk. Mr. Bao repeatedly refused and attempted to hand me the merchandise so that I would place it back on the shelf. Ultimately, I attempted to place Mr. Bao under arrest. Mr. Bao then tensed his body and attempted to slither past me. He was taken to the ground, where he continued to tense his body and disregarded my orders to place his hands behind his back. Eventually, Sgt. Teves and I were able to place his hands behind his back. Mr. Bao continued to resist by pulling his arms away in an attempt to break my grip. We were eventually able to place Mr. Bao in handcuffs with his hands secured behind his back. I learned from XXXX that Assembly Row Security had received a call regarding a male matching Mr. Bao's description who was punching the glass at J. Crew, located at 600 Assembly Row. Once Ms. XXXX arrived, she followed Mr. Bao and observed him acting in a belligerent manner. Mr. Bao crossed in front of moving traffic without using a crosswalk. He also opened the door of a random vehicle, yelled at the operator, and then slammed the door shut. There were no 911 calls received from the operator involved in this incident. Ultimately, Mr. Bao made his way to Adidas. Once inside the store, he walked to a corner while Ms. XXXX observed him from a distance. According to Ms. XXXX, Mr. Bao switched sneakers at least three times. He then walked out of the store with various items of merchandise under his arm while wearing a pair of green Adidas shoes. Ms. XXXX also stated that Mr. Bao changed his clothing several times and abandoned his personal property. Ms. XXXX took several digital images of Mr. Bao during the incident. I will attach those images to this report. I would like to note that Mr. Bao was wearing a full light green Adidas track suit at the time of his arrest. Officer Ribeiro, operating transport Unit #200, arrived on scene and approached Mr. Bao to escort him into the vehicle. Mr. Bao then told Officer Ribeiro, "I should head butt you," and launched his head forward in the direction of Officer Ribeiro's face. Mr. Bao came into close proximity to Officer Ribeiro's face and nearly made contact. However, Officer Dottin and I were able to hold Mr. Bao back and prevent him from making contact. Mr. Bao was then transported to the Somerville Police Station by Officer Ribeiro, who was operating Unit #200. Mr. Bao was booked in the usual manner. Sgt. Teves was able to retrieve Mr. Bao's discarded pants from the front entrance of World Market, located at 95 Middlesex Ave. Ms. XXXX also confirmed that the pants belonged to Mr. Bao. A search incident to arrest revealed an Adidas sling/cross body bag containing the following items belonging to CVS: NUUN Hydration Zero Sugar Raspberry Lemonade $7.99, Rubber Key Tag $3.99, Tostitos Queso Dip $1.39, Fannie May Buncha Crunch $7.29, U.S. Constitution Magnet $7.99, Navy & Gold Wooden Magnet $6.99, and Moving "T" Magnet $7.99. The estimated total value of the stolen CVS merchandise was $45.32. The following items belonging to Adidas were also recovered: Adidas Tiro Essential Women"s Pants $45.00, Adidas Tiro Essential Women's Track Jacket $50.00, Adidas Utility 4.0 Sling/Cross body Bag $52.00, Me's 6-Pack No-Show Socks $26.00, Adidas Grand Court Base Shoes $70.00, and Men's Woven 7" Shorts $34.97. The estimated total value of the stolen Adidas merchandise was $277.97. In addition, representatives from Adidas, CVS, and Assembly Row requested that Mr. Bao be trespassed from their properties. Mr. Bao was informed of the trespass notice during the booking process. I provided Mr. Bao with a drafted trespass notice from Assembly Row and placed it inside his property bag. A digital copy of the trespass notice will be attached to this report. Assembly Row Security will also keep a copy on file. Based on Ms. XXXX observation of Mr. Bao walking out of Adidas carrying merchandise without attempting to pay, along with my observation of the CVS merchandise inside the stolen Adidas sling/cross body bag that Mr. Bao was wearing at the time of his arrest, I will be filing the following charges against Mr. Bao:
