On July 8, 2025, while working the day shift and assigned to marked unit East 1, I responded at approximately 3:30 PM to a check conditioncall in the area of 18 Broadway. Upon my arrival, Officer Roger Desrochers (East 2) and the Somerville Fire Department were already on scene.
The call involved a male party reportedly intoxicated, riding a motorcycle, and observed falling multiple times. Witnesses stated he was having difficulty standing.
I spoke with the reporting party, XXXX, who stated he saw the male individual fall off his moped on two separate occasionsonce in the Stop & Shop parking lot, and again at the intersection of Lombardi Way and Broadway. XXXX said the male appeared injured, asked for a Band-Aid, and was instead provided a rag. The individual told XXXX that another vehicle had struck the side of his moped. He also admitted to recently purchasing the moped and not knowing how to operate it. The individual was identified as William Giovani Reyes Lassen.
Upon contact, Reyes was seated on the sidewalk next to his moped and was unable to coherently explain what had occurred, only stating that he had fallen. Reyes exhibited signs of intoxication, including slurred speech, bloodshot and glassy eyes, a strong odor of alcohol, and significant difficulty maintaining balance. Minor visible injuries consistent with his reported falls were observed. Cataldo Ambulance was requested to evaluate Reyes.
Once inside the ambulance, Reyes became combative. Despite multiple de-escalation attempts by Officer Desrochers, Reyes threatened an EMT, stating, When I get out of here, Im going to kill you.Due to his increasingly aggressive behavior, additional units were requested. Officers Priscilla Ribeiro (E4), Cassandra Campers (E3), and Steven Johnson (T9) responded. Reyes proceeded to threaten to spit on Officers Ribeiro and Campers and to kick anyone who approached him. As we attempted to place him in handcuffs for both his safety and ours, Reyes actively resisted, swinging his arms and kicking. He was eventually placed in both handcuffs and leg shackles. While restrained on the stretcher, Reyes continued to make threats and gestured aggressively at the EMT he had previously threatened. During this time, several items fell from his pockets, including a box cutter, which was secured.
Reyes was placed under arrest and transported to Cambridge Hospital for medical evaluation. While at the hospital, Reyes exhibited fluctuating behavior, cycling between tearful, soft-spoken moments and aggressive, verbally abusive outbursts directed at staff. During one such episode, Reyes claimed his girlfriend was three months pregnant and expressed fear for his safety, stating he was a gang leader from Connecticut and that individuals were after him. He also disclosed that he had recently been released from prison after serving a five-year sentence. Reyes was sedated but regained consciousness within approximately 30 minutes during a CT scan.
Following his medical clearance, Reyes was transported to the Somerville Police Station and booked by Lt. Holland. REYES was charged with 90/24/J OUI LiQUOR, 275/2 THREAT TO COMMIT A CRIME, 268/32B RESISTING ARREST. Reyes refused to submit to a breathalyzer test.
