Narrative: On Saturday, April 4, 2026, I, Officer Robert Taylor, was on duty during my assigned shift from 4:00 p.m. to 12:00 a.m., operating marked cruiser W-6. At approximately 6:05 p.m., I was dispatched to 31A Day St. for a report of a breaking and entering. Somerville Dispatch relayed that a neighbor, Mr. XXXX, who resides at XXX Day St., observed that his neighbor's door at XXX had been forced open. He also reported that the resident's vehicle was not present and that he could hear someone moving around inside the apartment. Officers Canty (W-7), Jean-Jacques (W-5), and Sergeant Costa (S-8) responded as backup. While en route, dispatch advised that Mr. XXXX observed an individual leaving the residence. He provided a description of a male party believed to be of dark complexion, wearing a green jacket, carrying two gray backpacks, and walking down Day St. toward Davis Square. Officer Canty, who was in the area of Davis Square, identified an individual matching this description and stopped him at the Davis Square bus station on the College Avenue side. Sergeant Costa, Officer Jean-Jacques and I responded to that location. The individual was later identified as Mr. Francisco Williams. He was advised that he matched the description of a suspect reportedly involved in a breaking and entering on Day St. At the time of the stop, he was wearing a green jacket, carrying two gray backpacks, and had a black mask around his neck. I then responded to XXX Day St., where I met with the reporting party, Mr. XXXX, and the resident of XXX, Ms. XXXX, who had just returned home upon my arrival. I asked Mr. XXXX what he had observed. He stated that he heard movement inside Ms. XXXX apartment and knew she was not home because her vehicle was not in the shared garage. He further stated that he looked outside and noticed that her door had been forced open, prompting him to call the police. A short time later, he observed an individual leaving the residence and relayed the description to Somerville Dispatch. I conducted a sweep of the residence to ensure no one remained inside. It should be noted the was significant damage to the front door, the apartment appeared ransacked, with items scattered throughout the main and guest bedrooms, as well as the kitchen and living room. After confirming the residence was clear, I escorted Ms. XXXX inside so she could assess any missing property. She reported that numerous items of jewelry were missing. Sergeant Costa then spoke with Mr. XXXX regarding a show-up identification. Mr. XXXX agreed to participate. After completing the necessary paperwork, Sergeant Costa transported Mr. XXXX to the bus station, where Mr. Williams was being detained by Officers Canty and Jean-Jacques. Mr. XXXX positively identified Mr. Williams as the individual he observed leaving the residence. Unit 200 was requested, and Mr. Williams was taken into custody. Prior to transport to the station for booking, a search incident to arrest was conducted of Mr. Williams's person by Officers Canty and Jean-Jacques. Inside his jacket and pants pockets were numerous items of jewelry. Sergeant Costa and I shortly then transported Ms. XXXX to the bus station to determine whether the recovered items belonged to her. She confirmed that multiple items found on Mr. Williams were her property. The items were subsequently secured and returned to Ms. XXXX. Detective Fusco (DT1) was called to the scene of XX Day st to photograph the incident. Based on the information and evidence gathered, Mr. Francisco Williams was placed under arrest and charged with the following: 266/18/B Breaking and Entering Daytime for Felony (M.G.L. c. 266, §18)
