On Tuesday, July 8, 2025, I, Officer Jorge Morel, was working patrol during my assigned 12:00 AM to 8:00 AM shift in the East Somerville District. I was in full uniform. At approximately 12:01 AM, I responded to 4 Broadway (Cloud Nine Smoke Shop) for a report of a breaking and entering. Officers Martins (E-4) and Sullivan (E-3) responded as well.

 

Upon arrival, I spoke with XXXX. Mr. XXXX stated that he had received multiple alarms indicating the front door had been opened. When he checked the stores security footage remotely, he observed a male inside the store taking merchandise. The suspect appeared to be a male wearing a brightly colored, multi-patterned t-shirt with shades of red, yellow, blue, and green, along with washed-out gray pants that had noticeable stains or graphic designs. He was also wearing a dark winter hat or beanie and had a black crossbody bag slung across his torso. The suspect had dreadlocks. A photo of the suspect was taken from the footage and disseminated to responding officers.

 

Mr. XXXX told me he believed the suspect took vape products and Hydroxy pills. He was unsure of the total quantity or estimated value at the time. Mr. XXXX provided a copy of the surveillance footage, which will be attached to this report.

 

After clearing the scene, I began to canvass the surrounding area. While driving past the parking lot of DunkinDonuts, located at 99 Cambridge Street, Charlestown, I observed a male who matched the suspects full description from the footage. The individual was standing in the lot and made direct eye contact with my cruiser. As I began to make a U-turn, the male immediately turned and began walking in the opposite direction. Upon parking in front of Dunkin Donuts, I noticed the male avoiding eye contact. I called out to him and informed him why I was there. I instructed him to return all items stolen from the smoke shop.

 

The male, later identified as Elvin Clayton, removed nine Hydroxy pill packs (10 pills each) from his black crossbody bag and placed them on the hood of my cruiser. He then placed two additional single-dose Hydroxy pill packs next to them. Mr. Clayton stated that he had lost his iPhone 15 inside the smoke shop during the incident. I told him I would return to look for it.

 

Mr. Clayton further stated that the pills were legal in Massachusetts and that they satisfy him and give him a good high.I asked Mr. Clayton if he required EMS assistance, either immediately or while in custody, and he declined medical attention.

 

I also observed several loose Hydroxy pills scattered on the ground where we were standing. These were collected and placed inside a black bag along with the rest of the items recovered from Mr. Clayton that belonged to the smoke shop.

 

Mr. Clayton was placed under arrest at the scene. He was handcuffed behind his back, and the handcuffs were double-locked.

I radioed Dispatch for Unit #200 for prisoner transport. Officer Thomas Lambert responded and transported Mr. Clayton to the Somerville Police Station, where he was booked in the usual manner by Shift Commander Lt. Anderson.

 

I brought all recovered items back to Mr. XXXX at the Cloud Nine Smoke Shop. Mr. XXXX stated that he would provide a voided purchase receipt listing all of the stolen items and conduct a full inventory of his merchandise. He also told me that, due to the damage caused during the break-in, he had to place a large, heavy object in front of the stores entrance to provide some form of security. The suspects had rendered the locking mechanism inoperable and caused a crack in the glass. The will remain unsecured until the morning.
