On Sunday, October 19, 2025, I, Officer Dayquan Goodnow, was assigned to marked unit East-2. I was dispatched to 14 McGrath Hwy (Liquor Junction) for a report of a motor vehicle accident.

 

Upon arrival, I met with both drivers involved: XXXX, who was operating a 2018 Blue Honda Odyssey MA Reg XXXX, and Carlos Aguiar De Medeiros, who was operating a 2014 Black Ford F150 MA Reg XXXX. Both vehicles were in the emergency lane in front of Liquor Junction inside the Twin City Plaza.

 

I spoke with both drivers to see what had occurred. AGUIAR DE MEDEIROS stated my insurance will pay for this. I hit his car, but he was not supposed to be parked there. XXXX explained that he was parked, and AGUIAR DE MEDEIROS struck his vehicle.

 

As I was explaining to both drivers the steps they needed to take to move forward with their insurance companies, AGUIAR DE MEDEIROS repeatedly kept interrupting me, stating that I told him we didn't need the police, my insurance would pay.  

 

As I proceeded to explain to both parties, I noticed that AGUIAR DE MEDEIROS was unsteady on his feet, and his speech was slurred. AGUIAR DE MEDEIROS continued to interrupt as I tried to explain the proper steps that both drivers needed to take with their insurance at one point, coming up to me, giving a fist bump. It was at this time that I could smell the odor of an alcoholic beverage emanating from AGUIAR DE MEDEIROS' breath. I further observed that AGUIAR DE MEDEIROS' eyes appeared to be bloodshot red and glassy.

 

This made me believe that AGUIAR DE MEDEIROS was under the influence of alcohol. I separated the drivers and I explained to AGUIAR DE MEDEIROS that I believed that he may be under the influence and asked him if he had drunk any alcohol today. AGUIAR DE MEDEIROS stated no, just mouthwash. I explained to AGUIAR DE MEDEIROS that I observed that his eyes were glassy and bloodshot red, he was unsteady on his feet, and I could smell the odor of an alcoholic beverage coming from his breath.

 

I asked AGUIAR DE MEDEIROS again if he had drank any alcohol and if he would be willing to submit to a field sobriety test. AGUIAR DE MEDEIROS replied that he had drank wine earlier in the day, but he was not drunk. Note that at this time AGUIAR DE MEDEIROS' speech was slurred.

 

I explained to AGUIAR DE MEDEIROS what the field sobriety tests were. Please note that at this time, I observed  AGUIAR DE MEDEIROS was unsteady on his feet. I asked again if he was willing to submit to the test. AGUIAR DE MEDEIROS declined.

 

I placed AGUIAR DE MEDEIROS under arrest for Massachusetts General Chapter 90 Section 24J OUI Liquor. AGUIAR DE MEDEIROS was advised of his Miranda Warnings from a card that I keep in my vest pocket.

 

Officer Christopher Collette responded to my location to transport AGUIAR DE MEDEIROS in Unit 200. AGUIAR DE MEDEIROS was transported and booked in the usual manner by Sergeant Costa and Sergeant St Halaire.

 

AGUIAR DE MEDEIROS' vehicle was towed by Stephen's Towing, and a 12-hour hold was placed on the vehicle.

 

At Somerville Police Headquarters, AGUIAR DE MEDEIROS was asked if he would submit to a chemical breath test, to which he stated that he would.

 

AGUIAR DE MEDEIROS took that test, and the results were:

 

Test number one: .241

 

Test number two: .252

 

The results of both AGUIAR DE MEDEIROS chemical breath test are over triple the legal limit of .08. AGUIAR DE MEDEIROS was issued a Notice of suspension and Massachusetts Uniform Citation (T3481781) for 90/24J OUI Liquor, which was placed in his belongings. All paperwork will be submitted into evidence.
