About 7:37PM on Sunday, 10/19/25, I Officer Westgate and Officer Lambert in Unit East 1, responded to a suspicious person call at 14 McGrath Highway (Star Market), Somerville.
Before arrival, Unit East 4 with Officer McAloney was on scene. Dispatch notified Officer Lambert and I that a man is on scene stating that the suspect took his laptop in the past.
Upon arrival, I met with the manager of Star Market as well as a security guard who stated that a man (later identified as Raymond Carr DOB XXXX), had been involved with stealing items in the past. Refer to report 25063960 by Officer Goodnow. As well as a shoplifting report by this reporting Officer, 25063805. As I entered the store, I immediately recognized Raymond as he was wearing the same blue puffy jacket that he was wearing on 10/12/2025 (report 25063805), see the photographs attached.
When Officer Lambert and I spoke with Raymond, he was uncooperative with giving his full name as well as his address. However, he did give his Identification card out of Washington DC, (XXXX). Raymond at the time appeared to have mental health issues as he was explaining that people were following him and that he allegedly knew the Victim XXXX. He mentioned that XXXX was following him around the country and grew up with him in New York City. Raymond was not making any sense so Officer Lambert and I asked if he had taken a bag that had a laptop inside. Raymond said that he found a bag not that long ago and brought it to his house (stated XXXX Street Cambridge). However, he said that the laptop must belong to him as he remembered owning one at his moms house. Though this is not the case as he is seen taking the Victims bag in the report mentioned above.
While talking to Raymond, the Victim behind us saw that Raymond was wearing his stolen bracelet (Hermes Bracelet), valued at $900. When Officer Lambert and I took off the Hermes Bracelet, the Victim was able to identify it as his and took control of the item. Raymond began speaking and even said that the Bracelet did not belong to him, mentioning that he found the item on the floor. This item was pronounced stolen by Officer Goodnow on 10/13/25.
With all the past evidence against Raymond, including videos and photographs of Larceny and Shoplifting, Officer Lambert and I arrested Raymond for the possession of Receiving Stolen Property under $1200.
When I began searching Raymond, he had a set of car keys on him as well as a bunch of other keys. However, Raymond does not own a car and he stated that he found the keys on the ground at Star Market. Due to the keys being stolen, they will be placed into evidence at the Somerville Police Station (220 Washington Street).
Respectfully submitted,
Officer Ryan Westgate
