On Monday, September 29, 2025, I, Officer Romero, was assigned to marked unit East 3, along with Officer Lorenti. At approximately 3:00 P.M., I was dispatched to 180 Somerville Ave, (Target), for a report of a shoplifter attempting to leave the store. Ofc. Nick Moreira, East 2, responded as back up.
On scene I was met by Loss Prevention Officer, Ms. XXXXX. She stated that she had a female shoplifter in the office, who had taken items out of the store passing all points of payment.
Once in the office, I was met by the female suspect, identified as Ms. Breanne FRASER. FRASER immediately stated that she had already returned the items she had taken and that she was sorry. I then asked what she took to which she stated clothing items. It was then confirmed FRASER had taken numerous clothing items from the sales floor totaling $313.34. I then asked FRASER to provide me with an ID to which she said she didn't have one on her person.
While speaking to FRASER, I noticed that she was hugging her black bag tightly, while actively seeming to disregard her two other bags of property, arousing my suspicion that there may have been more stolen merchandise in the bag that she was clutching. I then asked her if she had anything else in her bag from the store, to which she said no. I noticed her continued anxious and nervous behavior.
It was at this point that I told her to hand me over the bag to confirm that there were no more items in there, since the bag was big enough to conceal other merchandise. FRASER started to break down by crying and said there was nothing inside.
Once she handed over the bag, she stated that she had a lot of uncapped needles inside which was why she was holding it. I immediately found more items such as a bicycle lock and socks that belonged to Target. As I was getting the socks, Officer Lorenti asked her why she was so nervous, to which she stated that she also had drugs in that bag. While conducting the search, I located her ID and what appeared to be some type of narcotic drugs.
FRASER then specified where in the bag the needles were, however i would note that they were everywhere in her bag. I found a smaller bag which contained a lot on needles and carefully opened it, both for Officer safety and to rule out that she had hid any other merchandise inside, as well as to look for the drugs that FRASER stated that she had. While doing so, I found 3 clear baggies, two of which contained a brown powdery substance, that FRASER self-admitted was fentanyl. The third contained a white crystal-like substance consistent with methamphetamine. As I pulled out the white crystal baggie, FRASER stated that she believed that was fake methamphetamine. I asked why she thought that, to which she stated that she tried it and did not feel anything.
Based on the size of the bags of fentanyl, I believed it to be greater than 10 grams. Officer Lorenti later used FRASER'S scale where the weight showed approximately 19 grams. The white crystal substance, weighted approximately 17 grams. I would like to note there were no other small glassine baggies located in FRASER'S bags and FRASER stated that these drugs were for self-use.
While all this was transpiercing, FRASER kept saying that she didn't commit an arrestable offense. I explained to her she did by shoplifting and having drugs on her. I also found a scale in her bag. Based on my training from the academy, the scale is used to weight drugs. When I opened the scale, I observed white power substance around it indicating that she had previously weighted drugs on the scale. This substance appeared to be consistent with one of the substances located in one of the bags. FRASER stated to me that she uses the scale when she picks up her drugs to make sure she does not get ripped off.
Based on these facts, I placed FRASER under arrest for the illegal drugs and shoplifting.
Transport unit 200, operated by Officer Buswell, was requested to the scene to transport FRASER back to Somerville Police Headquarters for booking. Booking was completed by Sgt. Van Nostrand in the usual manner.
